Coastguard ports were governed by storm bells and rescue crews long before they were an Order. Hydra offered them quiet harbors bought by sealing districts and ranking cargo above the stranded. Wealth still moved across water. Honor thinned. They consented for a time.

Repentance returned with the old rule that a life in reach comes before a cargo in hand. In the War of Closed Roads, deck guards made space for the stranded before they made space for themselves. Harbor scouts carried lines through streets that could become waterways in an hour. When peace came, their Vow was Charity, and harbor speech still called them the Sunken.

Puffer carries the Coastguard Vow after a rescue for which no reward could be expected. Dockside crews teach that a distant danger can still reach the people gathered around it. The Vow is irreversible. The work is to keep others afloat.

In the field

Puffer. Puffer cannot strike up close. From exactly three hexes away, a lob hits the center hard and splashes everyone beside it, including Coastguard allies. Range is the discipline.
